Silence in China as dissident wins US award

BEIJING ? Blind Chinese dissident Chen Guangcheng urged the United States to not put business interests ahead of Beijing's human rights abuses and to help end the Communist Party's "rule of thieves" at an awards ceremony in Washington, D.C., Tuesday.

"It is clearly difficult to shift attention away from issues of finance and the economy," Chen told the award ceremony's attendees in translated remarks read out in English by actor and noted Tibet advocate Richard Gere. "[But] remember that placing undue value on material life will cause a deficit in spiritual life."


The 41-year-old self-taught lawyer also urged the United States to hold fast to its founding principles such as democracy, human rights and freedom of speech when dealing with China.

Chen's words could well be making some American officials squirm. As the Chinese and U.S. economies become more interdependent, Beijing has applied pressure for the two countries to put aside human rights issues and focus on mutual business interests.

China is the United States' second-largest trading partner behind Canada, and growth has it poised to move into the top spot. Goods and services trade between the countries totaled $539 billion in 2011, according to the Office of the U.S. Trade Representative.

Chen is best known for his daring nighttime escape from 19 months of house detention in his native Shandong province in April. Despite breaking his leg during his dash for freedom, he managed to travel some 300 miles to Beijing, where he sought refuge at the U.S. Embassy.

His escape to U.S. custody sparked a diplomatic maelstrom that eventually led to his negotiated release from the embassy to a Beijing hospital. Chen and his family were later granted permission to travel to New York University, where he could continue his legal studies out of the Chinese media spotlight.

Blind social activist Chen Guangcheng is starting a new life of freedom in the U.S. NBC's Michelle Franzen reports.

Acquaintances 'have been threatened'

Chen accepted the Tom Lantos Human Rights Prize, named after the only Holocaust survivor to have served in the U.S. Congress. Lantos' background had a "profound resonance" in his heart as he remembered his experience, that of his relatives in China and that of other human rights advocates still in detention, Chen said.

"Recently, many friends and neighbors who I have been in touch with by phone have been taken into custody by the authorities for questioning," Chen said. "They have been threatened and made to describe what our conversations have been about."

Chen's nephew Chen Kegui was sentenced last month to three years in prison after he was found guilty of assaulting local officials with a knife. The family says that officials barged into Chen Kegui's home and that he had been acting in self-defense.

In sheltering Chen and helping to negotiate his exit to New York, the U.S. government outraged Beijing, which roundly rejects foreign involvement in its domestic affairs.

Chen's frequent speeches and interviews in the United States regularly make news among China watchers and human rights advocates, but in China his words are blocked and censored.

On China's popular Twitter-like service, Weibo, Chen's name has long been blocked and mention of his award Tuesday generated no comments.

Beijing is likely to have bristled at Chen receiving an American peace prize. State media gave no attention to his award and the Foreign Ministry did not issue a statement on it.

Dr. Phil: Te'o was victim of girlfriend hoax

SOUTH BEND, Ind. (AP) ? Dr. Phil McGraw says Ronaiah Tuiasosopo, who masterminded the dead girlfriend hoax involving Manti Te'o, told him the Notre Dame linebacker was not involved in the scheme and that he ended up falling "deeply, romantically" in love with the football player.

McGraw spoke on the "Today" show Wednesday, previewing an interview he did with Tuiasosopo, a 22-year-old California man who created the fictional woman Te'o knew as Lennay Kekua. Tuiasosopo's interview with McGraw will air in two parts on the "Dr. Phil Show" starting Thursday.

Since the hoax was revealed earlier this month, Te'o has said the relationship with Kekua started online and eventually became serious, even though the two only talked on the phone and exchanged electronic messages, never meeting in person. Te'o said he was told of Kekua's "death" from leukemia just hours after his grandmother died in September.

McGraw said Tuiasosopo told him the voice of Kekua was his. Tuiasosopo and Te'o have each said that while the Kekua relationship went on for several years, there were times when they weren't in contact.

"There were many times where Manti and Lennay had broken up. But something would bring them back together whether it was something going on in his life, or in Lennay's life, in this case in my life," Tuiasosopo said.

Tuiasosopo said he wanted to end the relationship between Kekua and Te'o before he had to fake Kekua's death.

"I wanted to end it because everything I had gone through, I finally realized that I just had to move on with my life and I had to get me, Ronaiah, I had to start just living and let this go," Tuiasosopo said.

Te'o's publicist, Matthew Hiltzik, declined comment on behalf of Te'o and his family.

When the ruse was reported by Deadspin.com on Jan. 16, the report raised the questions about whether Te'o was involved. The story about how he played inspirationally after the deaths of his girlfriend and grandmother led to an outpouring of support from Notre Dame fans. It became the backdrop to the Fighting Irish's undefeated regular season and run to the BCS championship, where they lost to Alabama.

Te'o won seven national awards for his play and was runner-up for the Heisman Trophy. He has denied any involvement from the beginning, and Notre Dame said an investigation of the player's claims backed up his story.

"The feelings, the pain, the sorrow, that was all real," Te'o told Katie Couric in an interview last week.

McGraw says "absolutely, unequivocally" Te'o had no role in creating the hoax.

Te'o said he first learned that something was amiss when Keuka called him on Dec. 6, and told him she had faked her death.

He told his parents about what had happened while home for Christmas break and called Notre Dame coaches on Dec. 26 to let them know. Notre Dame officials said that they interviewed Te'o and retained Stroz Friedberg, a New York computer forensics firm, to investigate the case. They learned on Jan. 3 that there were no records indicating Lennay Kekua existed.

McGraw said he spent hours with Tuiasosopo and his parents, saying he had a number of life experiences that "damaged this young man in some very serious ways."

McGraw said Tuiasosopo had feelings for Te'o.

"Here we have a young man that fell deeply, romantically in love," McGraw said.

McGraw said he asked Tuiasosopo if he is gay.

"He said, 'Well, when you put it that way, yes.' Then he caught himself and said, 'I am confused,'" McGraw said.

Te'o also was asked by Couric if he is gay. Te'o said "no" with a laugh. "Far from it. Faaaar from that," he said.

Te'o said in the interview with Couric that Tuiasosopo tweeted him a direct message on Jan. 16, saying he had been behind the hoax. The message read: "I completely accept the consequences to the pain I've caused & it's important that you know the truth before anyone else."

Te'o told Couric that Tuiasosopo later called him and explained what he did.

"He didn't say why. He just explained that he just wanted to help people and that was his way of helping people. Of being someone that he wasn't and trying to connect with somebody on a different level to help them out," Te'o said.

Te'o said he didn't say much to Tuiasosopo.

"I just found that everything that I believed to be my reality wasn't my reality at all," Te'o said.

French Troops Enter Last Mali Rebel Stronghold

French forces have entered Kidal, the last major stronghold of Islamist militants who seized control of northern Mali last year.

The French military said Wednesday that troops took control of the Kidal airport and deployed in the town overnight, continuing a week-long push to retake the north's population centers.

Haminy Maiga, head of the Kidal regional assembly, said the French troops encountered no resistance.

The secular Tuareg rebel group MNLA said earlier this week that its fighters had taken control of Kidal. ?

The MNLA joined with Islamists to seize northern Mali after a coup last March.? The groups later split in a dispute about Sharia law and the Islamists asserted control of the region.

Meanwhile, the vast majority of ancient manuscripts in the Malian city of Timbuktu are reported to be safe.

The city's mayor reported that Islamists set fire to a major manuscript library as they fled the town.

But Shamil Jeppie, an expert on the manuscripts at the University of Cape Town in South Africa, said Wednesday that his sources say most of the books and papers were hidden by local residents during the Islamists' 10-month rule.

French and Malian troops searched houses in Timbuktu and Gao on Tuesday, recovering weapons and explosives left by fleeing Islamists.? At least five people suspected of collaborating with the militants were detained in Gao.

In Timbuktu, residents looted stores owned by Arabs and Tuaregs suspected of working with the militants, who left earlier this week.

French troops entered Mali two weeks ago when the Islamists began moving towards the capital, Bamako.

French Foreign Minister Laurent Fabius said Tuesday that France will stay in Mali as long as necessary.? But, there are already plans for an African-led force to take over peacekeeping duties.

International donors pledged $455 million Tuesday for a peacekeeping mission expected to cost as much as $1 billion.

French Prime Minister Jean-Marc Ayrault says France wants international monitors sent to Mali as quickly as possible, to ensure that human rights are respected.

$25M Texas cancer trial network shuts down

AUSTIN, Texas (AP) -- A fledgling Texas cancer trials network announced Tuesday that it had shut down after auditors found more than $300,000 in expenses deemed inappropriate in the latest blow to the state's troubled $3 billion cancer-fighting agency.

The Clinical Trials Network of Texas received a $25 million grant from the state in 2010, though it had only received about $7 million in taxpayer dollars before running out of money last month. State officials began halting payments after auditors raised questions that included how the network even won funding in the first place.

The clinical trial network, or CTNeT, obtained the largest grant ever awarded by the embattled Cancer Prevention and Research Institute of Texas, which now adds this failure to a litany of woes. Those include an ongoing criminal investigation, mass resignations and rebuke from lawmakers and scientists over controversial awards and accusations of political meddling.

A scathing report of the institute released by state auditors this week revealed that Patricia Winger, the chief operations officer of CTNeT, was paid $160,000 in bonuses on top of her base salary. CTNeT also spent more than $116,000 for interior decorations and furniture, which auditors said are expenses "unallowable or questionable" for a research grant under state agency rules.

Dr. Charles Geyer, chief medical officer of CTNetT, told The Associated Press the nonprofit needed to set up offices for its 36 employees. He said he wasn't involved in the decisions surrounding Winger's bonuses but defended her role, saying she used her own money to help get the effort off the ground.

Attempts to reach Winger through CTNeT and others affiliated with the network were not immediately successful Tuesday.

"I understand the appearance. But I know Ms. Winger, and she did a lot," Geyer said. "She worked basically for three months before she got her first paycheck. ...She made a lot of sacrifices because she was committed to this."

Geyer said he did not know Winger's salary. Thirty employees with CTNet have been laid off, and Geyer said the remaining six are working at minimum wage to finish winding down the initiative.

Geyer said the trial network is folding just as progress was finally being made. Just a week ago, Geyer said, the network was on the verge of enrolling patients in its first clinical trial.

"The real irony is that we were really on the cusp of launching the thing in a very serious way," Geyer said.

Bill Gimson, the former executive director of cancer institute who resigned last month as problems with the state agency mounted, said in an email to the AP that the intent of the network was to provide more opportunities for Texas cancer patients to enroll in clinical trials. Only 3 percent of Texans with cancer are in clinical trials, Gimson said.

"CTNeT was created for Texas to help cancer patients in the State access a higher level of care," GImson said. "It is groundbreaking, imaginative and revolutionary and does not fit the mold of, nor can be judged as, a typical state-funded effort."

The cancer institute was a darling of the scientific community and some of the nation's biggest advocacy groups, including the American Cancer Society, after launching in 2009 as an unprecedented cancer-fighting effort on the state level. The agency oversees the nation's second-largest pot of cancer research dollars, next to only the federal National Institutes of Health.

That money is now frozen, with the institute under a moratorium until confidence in the agency is restored. Prior to CTNeT shutting down, most troublesome to the state agency was awarding $11 million to a private biotech firm in Dallas despite never reviewing the company's proposal.

That led to public corruption officers in Travis County and the Texas attorney general's office launched separate investigations. No one has been accused of wrongdoing.

Pavano hospitalized following spleen removal

Carl Pavano's spleen was removed last week after the pitcher was injured when he fell in the snow.

The 37-year-old right-hander was hurt in mid-January at his home in Vermont and has been in a Connecticut hospital for nearly two weeks.

"He lost a lot of blood. It was very, very serious," agent David Pepe said Monday.

Pepe said Pavano didn't think he was seriously injured after the fall, then didn't feel well following a workout a few days later in Connecticut.

"He felt bad enough that he went to the hospital and he ended up getting admitted, and they realized he had a lacerated spleen," Pepe said. "They tried to control the bleeding. They did all they could to not take it out and, unfortunately, he didn't stop bleeding and he's been in the hospital since."

Pepe hopes Pavano will be released from the hospital this week. He would not put a timetable on the free agent's possible return to baseball.

"To be quite honest, I think he's very fortunate that he caught this thing. He had the presence of mind to go to a hospital," Pepe said. "It could have been a lot worse. He's just got to get his strength back and worry about baseball later."

Pavano spent the past 3 1-2 seasons with the Minnesota Twins, going 2-5 with a 6.00 ERA in 11 starts last year. He didn't pitch after June 1 because of a strained right shoulder.

A heralded free agent after the 2004 season, Pavano signed a $39.95 million, four-year contract with the New York Yankees but then was sidelined by injuries to his shoulder, back, buttocks, elbow and ribs and became a target of criticism for Yankees fans and New York media. He went 9-8 with a 5.00 ERA in just 26 starts over the four years.

Pavano's career revived after he left New York. He went a combined 14-12 for Cleveland and Minnesota the following year, then was 17-11 for the Twins in 2010 before sliding to 9-13 in 2011.

A fire that swept through a crowded nightclub in southern Brazil early Sunday and killed 232 people appears to be the deadliest in more a decade. Here is a look at some of the biggest nightclub fires in the past century:

? A blaze at the Lame Horse nightclub in Perm, Russia, broke out in December 2009, when an indoor fireworks display ignited a plastic ceiling decorated with branches, killing 152.

? A December 2004 fire killed 194 people at an overcrowded working-class nightclub in Buenos Aires, Argentina, after a flare ignited ceiling foam.

? A nightclub fire in the U.S. state of Rhode Island in 2003 killed 100 people after pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling.

?In China's worst nightclub disaster in recent years, a fire blamed on a welding accident tore through a disco in the central city of Luoyang in December 2000, killing 309 people.

?A fire at the Ozone Disco Pub in 1996 in Quezon City, Philippines, killed 162 people, many of them students celebrating the end of the school year.

?In 1977, 165 people perished and more than 200 were injured when the Beverly Hills Supper Club in Southgate, Kentucky, which touted itself as the Showplace of the Nation, burned to the ground.

Uribana Prison Riot Kills Dozens In Barquisimeto, Venezuela

CARACAS, Venezuela ? Venezuelan authorities promised a high-level investigation Saturday into a deadly prison riot that reportedly left dozens of people dead when National Guard soldiers clashed with armed inmates.

Vice President Nicolas Maduro called the violence tragic while speaking on television early Saturday and said Prosecutor General Luisa Ortega Diaz and National Assembly President Diosdado Cabello would lead the investigation. He and other officials didn't give a death toll from the riot Friday at Uribana prison in the central Venezuelan city of Barquisimeto.

"The prisons have to be governed by law," Maduro said.

Humberto Prado, an activist who leads the watchdog group Venezuelan Prisons Observatory, said inmates' relatives and media accounts put the toll at 55 killed and 88 injured.

The Venezuelan newspaper Ultimas Noticias and the television channel Globovision reported more than 50 killed, both citing Ruy Medina, the director of Central Hospital in the city.

Relatives wept outside the prison during the violence, and cried at the morgue Saturday as they waited to identify bodies.

Penitentiary Service Minister Iris Varela said Friday that the riot broke out when groups of inmates attacked National Guard troops who were attempting to carry out an inspection.

Varela said the violence had affected a number of prisoners and officials, but said the authorities would hold off until control had been re-established at the prison to confirm the toll. She said the government decided to send troops to search the prison after receiving reports of clashes between groups of inmates during the past two days.

The death toll provided by Medina rose late Friday after he had initially reported four killed and dozens injured. Ultimas Noticias reported that the victims included a Protestant pastor and a member of the National Guard, as well as inmates.

Opposition leader Henrique Capriles condemned the government's handling of the country's overcrowded and violent prisons.

"Our country's prisons are an example of the incapacity of this government and its leaders. They never solved the problem," Capriles said on his Twitter account. "How many more deaths do there have to be in the prisons for the government to acknowledge its failure and make changes?"

The Venezuelan Prisons Observatory said in a statement that in 2007 the Costa Rica-based Inter-American Court of Human Rights had ordered the government to seize weapons that inmates had in their possession at Uribana prison and to take measures to avoid deaths in the facility. The group called for the government to release a list with the names of the dead and wounded in Friday's violence, as well as details about weapons seized in the search.

"No one doubts that inspections are necessary procedures to guarantee prison conditions in line with international standards, but they can't be carried out with the warlike attitude as (authorities) have done it," Prado told The Associated Press in a telephone interview. "It's clear that the inspection wasn't coordinated or put into practice as it should have been. It was evidently a disproportionate use of force."

Prado's group says Uribana prison was built to hold up to 850 inmates but currently has about 1,400.

It was the latest in a series of bloody riots in the country's severely overcrowded prisons where inmates often freely obtain weapons and drugs with the help of corrupt guards. Venezuela currently has 33 prisons built to hold about 12,000 inmates, but officials have said the prisons' population is about 47,000.

In April and May, a prison uprising in La Planta prison in Caracas blocked authorities from going inside for nearly three weeks. One prisoner was killed and five people were wounded, including two National Guard soldiers and three inmates.

Two months later, another riot broke out at a prison in Merida, and the Venezuelan Prisons Observatory reported 30 killed.

In August, 25 people were killed and 43 wounded when two groups of inmates fought a gunbattle inside Yare I prison south of Caracas.

Chavez's government has previous pledged improvements to the prison system, but opponents and activists say the government hasn't made progress.

Varela, the prisons minister, said news media including Globovision and a local newspaper had done reports on the inspections, which she said had in fact been a "trigger for the violence."

Prado denied that, saying: "The problem isn't the work of the media. The problem is that the government hasn't disarmed the prison population."

(AP) ? Tiger Woods is going to have to wait to pursue another win at Torrey Pines.

A thick fog shrouded the course along the Pacific bluffs on Saturday and essentially wiped out the entire day at the Farmers Insurance Open. Woods, a six-time winner of this tournament, had a two-shot lead and never even bothered coming to the golf course. Three players completed one hole ? and that was after a three-hour delay.

Players were to resume the third round Sunday morning and go as long as daylight allowed, and then finish Monday.

And that's a best-case scenario.

In a bizarre twist, tour officials were hopeful of rain and a little wind Sunday morning, two elements that most golfers dread. That's what is needed, however, to keep the fog away from Torrey Pines and allow the tournament to resume.

"When Mother Nature doesn't want you to play, you can't play," said Mark Russell, the tour vice president of competition.

They did just about everything else.

Lucas Glover warmed up three times, at one point passed the time with a little trickery. He lined up two balls in the direction of the range, and hit them with a wedge so that one ball went straight in the air, and Jerry Kelly took a baseball swing with an inverted club and made contact.

Through four tournaments this year, the PGA Tour already had had its share of weather problems. This will be the second tournament that doesn't finish on the scheduled day. The Tournament of Champions at Kapalua didn't even start until Monday, the day it was supposed to end, because of 40 mph gusts. It had to be reduced to 54 holes and was completed on Tuesday.

Woods was at 11-under 133 and didn't need to come to the course with all the delays because he was in the last group with Billy Horschel and Casey Wittenberg. Horschel spent part of his day getting advice through text messages on how to play with Woods.

He'll get to see plenty of Woods over the next two days.

Russell said there would not be a 54-hole cut for 87 players ? typically there is a cut when the field is more than 78 players on Saturday. Instead, they will take a short lunch break and go back out, racing time when fog allows. The groups will stay the same until the tournament is over.

"I think the coolest thing that can come from it is that I think it looks like we're going to be paired together for 36 holes," Horschel said. "So it's a pretty cool thing that's going to happen. It's just going to be a fun day tomorrow and Monday. So we'll see how it goes."

Horschel also is among 17 players who are entered in the qualifier Monday to get into the Phoenix Open, which starts next week. Russell said those players have been given the latest tee times for the qualifier ? the latest is 1:36 p.m. MST ? with hopes of getting there.

Saturday began with a 30-minute delay that soon stretched into three hours, and the sun broke through the clouds as Hunter Mahan, Robert Garrigus and John Mallinger teed off on the 10th hole at the South Course. Five minutes later, the horn sounded. Because it was for weather, they were able to finish the hole.

Mahan's caddie took a picture of the 11th tee, a 216-yard par 3, and the visibility was no more than 50 yards.

It never got any better.

"That little bit of sun we did get today was overpowered by just the saturation of the atmosphere, so we just couldn't overcome it today," said Stewart Williams, the tour's meteorologist.

Defending champion Brandt Snedeker, seven shots out of the lead, was among those who had the longest day. He was up at 5 a.m., arrived in darkness, warmed up in the fog and never hit a shot.

"It's tough when you prepare one day, and then it's one of those days where preparation is going to be kind of thrown off," he said. "But we have these days from time to time. We kind of know what to do to keep your mind fresh and ready to go. You realize it's a different week, and could be a Monday finish now and be ready for that."

Woods won in 2005 at Torrey Pines when fog interrupted the tournament, though it was completed on Sunday. The last time this event was shortened to 54 holes because of weather was in 1998.

Russell said the Farmers Insurance Open will go 72 holes. He just couldn't promise when 84 players could get to the 37th hole of the tournament. Without rain, there was the chance of more fog Sunday morning.

"If we say we're not going to play because we might have fog in the morning, and we didn't have fog, we'd have tremendous problems," he said. "So we're going to schedule it, and hopefully, we won't have fog and we can play golf. That's all we can do. If Mother Nature doesn't cooperate, we don't have very much control over that. We're going to be out here, ready to play, and see what happens."

That's assuming they can see at all.

The Daily Grind: Do you have a gaming rotation? | Massively

I've been looking at PlanetSide 2 rather longingly of late. SOE's MMOFPS launched back in November, and I spent a solid couple of weeks playing it quite heavily before moving on. It's one of those games that could fit pretty easily into my regular rotation if it weren't for the fact that you really need a consistent group of mates to make the most out of it.

The subject of game rotations is something else I've been thinking about this week. More specifically, I'm trying to adjust mine for PS2 and a couple of other titles. What about you, Massively readers? Do you have a gaming rotation, per se, or do you just play whatever, whenever?

Rugby club plans win backing from public | This is Bath

The vast majority of people commenting on newly-published plans for Bath's Recreation Ground have supported a shake-up which will lead to the city's rugby club developing a bigger arena.

The Charity Commission received 1,868 representations over a document it issued which suggests a land-swap to square Bath Rugby's expansion with the charitable status of the city centre site.

Of these, 1,624 (87 per cent) supported giving the club a lease for a bigger plot of land in exchange for the club's former training facilities at Lambridge passing into the ownership of the Recreation Ground Trust.

But the fact that there were 244 objections means the commission needs to assess these before deciding whether or not to confirm the proposals.

Trust chairman Councillor David Dixon said: "The trust board is delighted with the strong support that the scheme received through its publication.

"The response of 87 per cent in favour reflects our previous consultation and confirms its validity. Although we are disappointed that the scheme has to go through a further stage, we recognise that the commission has to follow this procedure.

"We are confident that the scheme is in the best interests of the beneficiaries and that our proposal is the right way forward for the Rec."

The trust also says it expects the Rec to host a Somerset County cricket game this summer.

The club has worked on several stadia plans in the last decade.

It will come up with its most definitive plan yet once the commission has given its blessing.

The club ? which is keen to dramatically improve the look of the ground from the riverside ? would then have to submit a planning application to B&NES Council.

AP Interview: UN wants better family planning

DAVOS, Switzerland (AP) ? The U.N.'s top population official wants governments to do more to ensure that women have access to family planning.

The U.N. says the world will add a billion people to its current population of some 7 billion within a decade, further straining the planet's resources.

Babatunde Osotimehin, executive director of the U.N. Population Fund, says more than 220 million women in the developing world want family planning but aren't getting it.

Speaking to The Associated Press at the World Economic Forum in Davos, he said many women want to have fewer children and that "30 percent of those who die giving birth we can prevent with family planning."

He also called for providing girls with "comprehensive sexuality education."

Malian army ill-equipped to fight Islamists

DIABALY, Mali (AP) ? Explosions rang out at 3 a.m. last week as the radical Islamists descended on the town of Diabaly, home to a Malian military camp. Residents cowering in their homes believed the Malian soldiers would protect them.

Instead dozens of Malian troops fled in fear, ripping off their uniforms and taking off on foot into the dark.

"We thought for sure the Malian army would hit back," said local resident Gaoussou Kone of the Jan. 14 attack. "We were surprised to learn that our soldiers ran away. There is no African country that is strong enough to fight these people on their own. They are too well-armed."

Returning to the central town Monday, after the Islamist extremists retreated, the Malian soldiers found the entrance to their military camp littered with charred cars and weapons destroyed by the French air strikes.

Inside, they found ransacked buildings which the Islamists had pillaged in search of food and weapons. Not even the cafeteria was spared, with pots and lids thrown about.

One thing the Islamists didn't take ? the gris-gris, or talismans, that members of the Malian military wore for protection, but the army will need more than charms to effectively fight the rebels.

Security experts have long expressed concern about the weakness of Mali's military and its inability to contribute forcefully in the international intervention against the Islamist extremists, who are well-armed and determined fighters.

When a Tuareg rebellion erupted in northern Mali more than a year ago, Malian soldiers complained that those sent to fight in the harsh desert environment were not given sufficient supplies, including arms and food. The fighting claimed the lives of numerous soldiers. Then, after the military coup in March 2012, the Malian army gave little to no resistance as the Islamists seized the major cities of northern Mali: Timbuktu, Gao and Kidal.

After holding northern Mali for several months, the Islamists went on the offensive again and seized the central Malian town of Diabaly on Jan. 14. But this time the French military was in Mali and began airstrikes later that evening. Residents say the Islamists fled the town later in the week.

The Malian soldiers would not have been able to recapture the city without French help, according to many residents, including Modibo Sawadogo.

"We are happy about the presence of (foreign) soldiers who can reassure us because without them our military wouldn't be able to return," he said.

However, Modibo Traore, a Malian army spokesman, asserted that the military is prepared for the challenge and will be aided by forces coming from Mali's neighbors.

"At each retaken city there will be African units who will be supporting the military in securing the city," he said. "At the same time, other soldiers are advancing to recapture other towns."

Military experts say that the Malian army is a weak partner.

"The Mali army is not up to the task of holding control of the country's cities on its own. It needs the French and the support of a big African force," said David Zounmenou, senior researcher for the Institute for Security Studies in Pretoria, South Africa. "It's extremely risky to rely on the Malian army.

"This African-led support mission ? that will certainly be the backbone of the military presence that will take over for France," said Zounmenou. "Even then French air support will be needed."

The Mali army is weak for a number of reasons. After Mali suffered coups in 1968 and 1991, the government wanted to reduce the army's influence and to strengthen democracy, so the defense budget was reduced and its equipment became outdated, said Zounmenou. The Mali army became filled with people who were friends of the regime and seeking jobs, he said.

"The military coup in March 2012 was by mid-ranking officers, led by Capt. Amadou Sanogo, who destroyed the command structure of the army. Many top officers of the army are still in jail," said Zounmenou. "The army is faced with considerable internal problems. It adds up to a situation in which the army is not well-trained or disciplined. It is ill-equipped for the current fight to regain northern Mali from the committed Islamist fighters."

Yet the Malian army now has the responsibility of holding the centers that have been retaken by the French. In Diabaly, after securing the town, the French military took off just as quickly as they arrived, leaving only the Malians late Monday in a column of at least seven armored vehicles along with journalists.

The Malians are again alone ? and in charge of Diabaly. Some residents, though, wonder how safe they, in fact, are.

Mohamed Sanogo said: "I still don't understand the ease with which the Islamists were able to take my city."

Meditating Marines: Military tries mindfulness to lower stress - Vitals

CAMP PENDLETON, Calif. -- The U.S. Marine Corps, known for turning out some of the military's toughest warriors, is studying how to make its troops even tougher through meditative practices, yoga-type stretching and exercises based on mindfulness.

Marine Corps officials say they will build a curriculum that would integrate mindfulness-based techniques into their training if they see positive results from a pilot project. Mindfulness is a Buddhist-inspired concept that emphasizes active attention on the moment to keep the mind in the present.

Facing a record suicide rate and thousands of veterans seeking treatment for post-traumatic stress, the military has been searching for ways to reduce strains on service members burdened with more than a decade of fighting in Iraq and Afghanistan.

Marine Corps officials are testing a series of brain calming exercises called "Mindfulness-Based Mind Fitness Training" that they believe could enhance the performance of troops, who are under mounting pressures from long deployments and looming budget cuts expected to slim down forces.

"Some people might say these are Eastern-based religious practices but this goes way beyond that," said Jeffery Bearor, the executive deputy of the Marine Corps training and education command at its headquarters in Quantico, Va.. "This is not tied to any religious practice. This is about mental preparation to better handle stress."

The School Infantry-West at Camp Pendleton will offer the eight-week course starting Tuesday to about 80 Marines.

The experiment builds on a 2011 study involving 160 Marines who were taught to focus their attention by concentrating on their body's sensations, including breathing, in a period of silence. The Marines practiced the calming methods after being immersed in a mock Afghan village with screaming actors and controlled blasts to expose them to combat stress. Naval Health Research Center scientist Douglas C. Johnson, who is leading the research, monitored their reactions by looking at blood and saliva samples, images of their brains and problem-solving tests they took.

Another 160 other Marines went through the mock village with no mindfulness-based training, acting as the control group. Results from the 2011 study are expected to be published this spring.

The latest study by Johnson will compare three groups of Marines, whose biological reactions will be also monitored. One group of about 80 will receive mindfulness-based training. Another of equal size will be given mental resilience training based on sports psychology techniques. The third one will act as a control group.

Results from that study are expected in the fall, Marine Corps officials said.

Marine Corps officials decided to extend the experiment to shore up evidence that the exercises help the brain better react to high-stress situations and recover more quickly from those episodes.

"If indeed that proves to be the case, then it's our intention to turn this into a training program where Marines train Marines in these techniques," Bearor said. "We would interject this into the entry level training pipeline ? we don't know where yet ? so every Marine would be trained in these techniques."

The idea is to give Marines a tool so they can regulate their own stress levels before they lead to problem behavior: "We have doctors, counselors, behavioral health scientists, all sorts of people to get help for Marines who have exhibited stress type symptoms but what can we do before that happens? How do we armor Marines up so they are capable of handling stress?" Bearor said.

Lance Cpl. Carlos Lozano participated in the 2011 study, taking the course during his pre-deployment training that also included catapulting from a helicopter in a simulated raid and enduring booming explosions in a mock Afghan village.

Lozano said he and fellow Marines were skeptical at first. Some wondered why their rigorous combat training was being interrupted by a class asking the warfighters to sit in silence and stare at their combat boots, becoming aware of how their feet touched the classroom floor.

"I didn't want to do it," the 21-year-old from Denver said.

But the exercises ? also done while standing, stretching and lying down ? had an effect, he said. He felt more relaxed and upbeat.

"Mindfulness-based Mind Fitness Training" or "M-Fit" was designed by former U.S. Army Capt. Elizabeth Stanley, a professor at Georgetown University who found relief doing yoga and meditation for her PTSD.

Stanley, who is also involved in studies for the Army, said the techniques can help warfighters think more clearly under fire when they are often forced to make quick decisions that could mean life or death, and help them reset their nervous systems after being in combat.

Maj. Gen. Melvin Spiese said he was convinced after looking at the scientific research and then taking the course.

While teaching troops to shoot makes them a better warfighter, teaching mindfulness makes them a better person by helping them to decompress, which could have lasting effects, he said.

"As we see the data supports it, it makes perfect sense that this is what we should be doing," said the 58-year-old outgoing general, sitting in his office adorned with pictures of war and a 1903 rifle. "It's like doing pushups for the brain."
